HOW IT WORKS

Liberty Investigations provides private investigative services to individuals, attorneys, and law firms throughout Texas. Depending on your needs, that may include surveillance, background research, witness location, witness interviews, records retrieval, and related investigative tasks.

Every case begins with a signed engagement agreement and an initial retainer, which is applied toward fees and expenses as work is performed. You will receive itemized invoices detailing exactly how time and expenses were applied. We report our findings to you in writing or verbally, according to your preference.

We work within the law and to professional standards. We cannot guarantee a particular outcome. Investigative results depend on factors outside any agency's control, including witness cooperation, record availability, and third-party information accuracy. Payment is for professional effort and time, not a guaranteed result. We do not provide legal advice.

For law firms, public defender offices, and other agency clients, post-service billing arrangements may be available. Contact us to discuss your needs.

FEES

Our standard hourly rate is $150.00, billed in 15-minute increments. Billable time includes surveillance, research, records retrieval, report preparation, travel, communications, and other investigative work.

Travel to and from assignments is billed at the standard rate. For assignments within Harris County, billable travel time is generally limited to 30 minutes each way. Mileage is billed at the current IRS standard rate per investigator.

A four-hour minimum applies to surveillance, field assignments, and court appearances. All charges are subject to 8.25% Texas sales tax. Payments by debit or credit card are subject to a 3% processing fee, which will be itemized on your invoice rather than charged at the time of payment.

RETAINER AND BILLING

An initial retainer is collected at the time of engagement and applied toward fees and expenses as work proceeds. The retainer is not a flat fee for all anticipated services. Investigative work can expand in ways that are not always foreseeable at the outset, and the retainer is not represented as sufficient to cover all services that may ultimately be needed.

If the retainer is depleted before the investigation is complete, a replenishment retainer is required to continue services. Invoices are issued monthly, at other intervals during the investigation, or upon case completion, and are due upon receipt unless otherwise agreed in writing. Balances unpaid after 30 days accrue interest at 1.5% per month.

REFUND POLICY

Any unused portion of your retainer is fully refundable upon closure of the matter, provided there is no outstanding balance on your account. Refunds are processed after all fees and expenses have been reconciled.

If no investigative activity is requested for 180 days, the matter will be considered complete and the file will be closed. Any remaining retainer balance will be applied as an administrative and file-retention fee for the inactive period. If you return later and request additional services, that amount may be applied as a credit toward the new engagement at our discretion. No credit is guaranteed.

CANCELLATION POLICY

Surveillance assignments canceled within four hours of the scheduled start time will incur a two-hour charge. This reflects time that has already been allocated and cannot be recovered. For other service types, cancellations should be communicated as early as possible. We will work with you in good faith on scheduling changes when advance notice is provided.

Either party may terminate an investigation at any time. Upon termination, all fees and expenses incurred will be reconciled against the retainer balance, and any unused portion will be refunded provided no outstanding balance remains.

CONFIDENTIALITY

All investigative findings are for your exclusive use. We do not disclose case information to any third party without your authorization, except as required by law, including a valid subpoena or court order. We retain investigative records for a minimum of three years following the conclusion of services.

LICENSING

Liberty Investigations, Inc. is licensed and regulated by the Texas Department of Public Safety, Regulatory Services Division. Complaints may be filed directly with DPS at dps.texas.gov.
